Philip R. O'Connor
Civil Justice Task Force Chairman

Dr. Philip O'Connor is Vice President for the Illinois Market of Constellation NewEnergy, Inc., the nation's largest provider of competitive electric energy.   Previously, Phil has been Chairman of the Illinois Commerce Commission, Director of the Illinois Department of Insurance and Deputy Director for Research & Urban Affairs.  He has chaired the State Task Force on Health Care Reform and the Task Force on Human Services Consolidation and has been appointed by the three most recent Governors of Illinois as a member of the Illinois State Board of Elections.

He served as Political Director of Governor Jim Thompson's third-term election campaign in 1982, and chaired Governor Jim Edgar's 1994 re-election campaign, both successful.  Phil was also a partner in Coopers & Lybrand LLP, after merging his own consulting firm with Coopers.

Dr. O'Connor attended the University of San Francisco , the Loyola University of Chicago-Rome Center of Liberal Arts in Italy , graduated magna cum laude from Loyola University of Chicago and received his Masters and Doctoral degrees in Political Science from Northwestern University .
